-In this passage Paul begins by introducing himeslf as a servant of Christ. His purpose is to help the elect grow in faith and knowledge. He writes to Titus. The purpose of Titus being in Crete was to appoint elders. These elders had some specifications that they needed to meet in order to become an elder.
-I can apply this passage to my life by striving to be like an elder. Whether I'm an elder or not, it is important to strive for these qualities which are good. It would be good if everyone could be like this. It's hard to find all these qualities in a person.
