In this passage word came to Zechariah from God. He questions the people and asks if what was done in God's name was really done for God. It's a humbling question that we should also ask ourselves. Is our suffering and our victory really done for God or for ourselves?
In another word from God Zechariah told the people to do true justice. I think this is summarized by him saying do not think evil of each other. I'd guess that means love each other instead of harboring evil towards one another. Justice for the sake of revenge alone may not be the best justice.
The people refused to obey as we often do. We know the truth but we fail to live it. God's words are much clearer than we make them out to be sometimes. Our own selfishness keeps us from a righteous life. God disciplines those he loves. If we continue to stray from God we can expect this...or maybe even hope for this even though it's scary.
